The UGA Institute for Disaster Management, in partnership with the Georgia Tech Office of Emergency Management, is developing two annexes to the Georgia Tech Emergency Operations Plan (EOP): the Family Assistance Center (FAC) Annex and the Institute Recovery Center (IRC) Annex. The FAC will serve as Georgia Tech’s primary structure for providing centralized, coordinated support to families and loved ones directly affected by mass casualty or large-scale emergencies. The IRC will provide continuity and recovery support to students, faculty, and staff during prolonged disruptions. Together, these annexes will ensure that emotional care, operational stability, and continuity of services are fully integrated into Georgia Tech’s crisis and recovery operations.

The Family Assistance Center (FAC) will be an immediate component of the emergency response, operating as part of the overall incident command structure and remaining active into the recovery phase. It will offer secure, centralized services for families, staffed by Georgia Tech departments, external partners, and trained liaisons to guide and support loved ones through the entire recovery process.

The Institute Recovery Center (IRC) will activate approximately one to three days after an incident, focusing on restoring and sustaining campus operations, supporting academic continuity, and addressing the well-being of students, faculty, and staff. It may operate independently for incidents that do not require FAC activation, serving as a hub for long-term recovery activities and coordination.

Both annexes will include provisions for virtual operations when necessary. Once completed, the FAC and IRC annexes will be supported by training and exercises to ensure readiness across all Georgia Tech departments and partner agencies assigned operational roles.
